Political Firsts & Records of UP

Legislative structure, Prime Ministers from UP, Chief Ministers, Governors, political milestones, and constitutional records of Uttar Pradesh for UPSSSC AGTA exam preparation.

UP in the Indian Legislature

Uttar Pradesh dominates India’s political landscape by sheer numbers. Its representation in both houses of Parliament is the highest of any state, which is why UP is often called the political heartland of India (भारत की राजनीतिक हृदयस्थली).

HouseUP’s SeatsIndia TotalUP’s Share
Lok Sabha80543~14.7%
Rajya Sabha31245~12.6%

Exam Tip: UP sends 80 MPs to Lok Sabha — the highest for any state. Maharashtra is second with 48. This massive representation makes UP decisive in national elections.

State Legislature — Bicameral System

UP is one of the few Indian states with a bicameral legislature (द्विसदनीय विधानमण्डल), meaning it has both an upper and a lower house.

HouseHindi NameTotal Seats
Vidhan Sabha (Legislative Assembly)विधान सभा403 + 1 nominated (Anglo-Indian, now discontinued)
Vidhan Parishad (Legislative Council)विधान परिषद100

Vidhan Sabha Details

  • 403 elected seats (highest in India for any state assembly)
  • The nominated Anglo-Indian seat was abolished by the 104th Constitutional Amendment Act, 2020
  • Term: 5 years
  • Presiding Officer: Speaker (अध्यक्ष)

Vidhan Parishad Details

  • 100 members — making it the largest Legislative Council in India
  • Composition: 1/3 elected by MLAs, 1/3 by local bodies, 1/12 by teachers, 1/12 by graduates, remaining nominated by the Governor
  • Term of each member: 6 years (1/3 retire every 2 years)
  • Presiding Officer: Chairman (सभापति)

Exam Tip: Only 6 states currently have a Legislative Council — UP, Bihar, Maharashtra, Karnataka, Andhra Pradesh, and Telangana. UP has the largest council (100 seats).

Prime Ministers from Uttar Pradesh

UP has produced the highest number of Prime Ministers — 8 out of India’s PMs hailed from this state. This fact alone underscores UP’s political dominance.
