๐๐ป New Ministry of Animal Husbandry and Fisheries Development โ Budget 2019-20
- In the Budget Speech 2019-20, Honโble FM announced the creation of a separate Department of Fisheries.
- Notification dated 05.02.2019 Department has been created by carving out of DAHDF to provide sustainable and focused attention towards development.
Blue Revolution
- Central Government Launched โBlue revolution schemeโ to increase production and productivity of fisheries in โ
2015
. - The main aim of Blue revolution is to augment Fish production to about- 20 MT by 2022-23.
- Outlay under 2019-20 budget is 3000 crore.
- Objective
- To fully tap the total fish potential of the country
- To transform the fisheries sector as a modern industry
- To double the income of the fishers and fish farmers
- To ensure inclusive participation
- To triple the export earnings by 2020
- To enhance food and nutritional security of the country
- Financial Assistance
- The Central government bears the full expenses of the schemes in the UTs
- 90% in North-East & Hilly States
- 60% in other states whereas the rest in borne by the concerned states.
Pradhan Mantri Matsya Sampada Yojana (PMMSY)
- Announced in Union budget
2019-20
with an aim to turn India into a hotspot for fish and aquatic products through appropriate policy, marketing and infrastructure support.
SAMPADA
- Government of India has approved a new Central Sector scheme - SAMPADA (Scheme for Agro Marine Processing and Development of Agro Processing Clusters) with an outlay of 6,000 crore for the period 2016-20 co-terminus with the 14th Finance Commission cycle.
- The scheme will be implemented by Ministry of Food Processing Industries, GoI. It is a comprehensive package that aimed at creation of modem infrastructure from farm gate to retail outlet.
- The scheme consists of the following sub-schemes:
- Mega Food Park
- Integrated cold chain and preservation infrastructure
- Creation/expansion of food processing and preservation capacities
- Infrastructure for agro processing clusters
- Creation of backward and forward linkages
- Food safety and quality assurance infrastructure
- Human resources and institutions
Kisan Credit Card (KCC) for fishers/fish farmer
- Union Budget - 2018 announced extension of Kisan Credit Cards (KCC) to Fishermen to help them to meet their working capital needs.
- Operational guidelines, eligibility, activities covered, scale of finance etc. finalised.
- The items relating to fisheries development, both marine and inland fisheries, for extension of the benefits of KCC to fishers and fish farmers and credit limit in respect of each item have been finalized.
- RBI has issued detailed guidelines on 4th Feb, 2019.
- Advisory D.O. letter dated 14.02.2019 have been issued to all the States and UTs.
Mission Fingerling
- Launched in 2017
- A program to enable holistic development and management of fisheries sector in India
- The Blue Revolution focuses on an enabling environment for an integrated and holistic development and management of fisheries for the socio-economic development of fish farmers.
- The mission aims to achieve the target to enhance fisheries production from 10.79 mmt (2014-15) to 15 mmt by 2020-21 under the Blue Revolution.
