What is PMMSY?
Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme launched to bring about ecologically healthy, economically viable, and socially inclusive development of the fisheries sector in India. It aims to drive the "Blue Revolution" through sustainable and responsible development.
The scheme has been extended beyond its original tenure.

PM-MKSSY (New Sub-Scheme)
On 8th February 2024, the Cabinet approved the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY).

- Outlay: ₹6,000 crore
- Duration: FY 2023-24 to FY 2026-27
- Objective: Formalize the unorganized fisheries sector via National Fisheries Digital Platform (NFDP) and provide work-based digital identities to fish workers.

- Objective: Formalize the unorganized fisheries sector via National Fisheries Digital Platform (NFDP) and provide work-based digital identities to fish workers.
Objectives & Targets
The scheme aims to achieve specific transformative targets:
- Fish Production: Increase to 22 Million Metric Tons (from 13.75 MMT in 2018-19).
- Productivity: Enhance aquaculture productivity to 5 tons/hectare (Current: ~3 tons).
- Exports: Double export earnings to ₹1,00,000 crore (from ₹46,589 Cr).
- Income: Double the incomes of fishers and fish farmers.
- Loss Reduction: Reduce post-harvest losses from 20-25% to ~10%.
- Employment: Generate 55 lakh direct and indirect employment opportunities.
NOTE
- Aquaculture Productivity: Reached 4.7 tonnes/ha
- Consumption: Increased to 12-13 kg per capita
- Livelihoods: Over 58 lakh livelihoods created/supported
Structure and Components
PMMSY is an umbrella scheme with two main components:
1. Central Sector Scheme (CS)
- 100% Central Funding
- Project cost shared:
- General Category: 40% subsidy
- SC/ST/Women: 60% subsidy
2. Centrally Sponsored Scheme (CSS)
Project costs are shared between Centre and States:

Beneficiaries
The scheme covers the entire fisheries value chain:

- Organizations: Fisheries Development Corporations, Cooperatives, Federations
- Private: Entrepreneurs, Private Firms, Fish Farmers Producer Organizations (FFPOs)
Related Initiatives
- FIDF (Fisheries and Aquaculture Infrastructure Development Fund): Created with ₹7,522.48 crore corpus to provide concessional finance (3% interest subvention) for infrastructure.
- Kisan Credit Card (KCC): Facility extended to fishers and fish farmers to meet working capital needs.
