PMAY-U
In pursuance of the Government's vision of facilitating "Housing for All", the Ministry of Housing and Urban Affairs (MoHUA), Government of India, has been implementing the Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25th June 2015. The core idea is to ensure that every urban poor family has a pucca house with basic amenities.
Mission Period
PMAY-U has been executed in two major phases. The first phase (1.0) concluded recently, and the second phase (2.0) has just been launched to continue the momentum.

Components of PMAY-U 1.0
The original scheme (PMAY-U 1.0) was built on four strategy verticals to address the diverse needs of the urban poor:

Credit Risk Guarantee Fund Trust (CRGFT) for Low Income Housing
To encourage banks to lend to the poor without fear of default, the government provides a guarantee cover:

Beneficiary Family
Who exactly counts as a beneficiary family for PMAY?
- A beneficiary family comprises husband, wife, unmarried sons and/or unmarried daughters.
- Crucial Condition: The family should not own a pucca house (an all-weather dwelling unit) in their name in any part of India.
- Adult Earning Member: An adult earning member (irrespective of marital status) can be treated as a separate household, meaning they can apply independently if they don't own a home.
Primary Lending Institutions (PLIs)
These are the institutions authorized to disburse the loans and claim subsidies:
- Scheduled Commercial Banks (Public & Private)
- Housing Finance Companies (HFCs)
- Regional Rural Banks (RRBs)
- State Cooperative Banks
- Urban Cooperative Banks
Priority Groups
While the scheme is valid for all eligible urban poor, preference is given to vulnerable groups to ensure social equity:
- Differently-abled persons
- Senior citizens
- Scheduled Castes (SCs), Scheduled Tribes (STs), and OBCs
- Minorities
- Single women
PMAY-G
India's rural housing programme has a long history, starting significantly with the Indira Awaas Yojana (IAY) in January 1996. To address quality and implementation gaps, PMAY-G was launched with a mission to provide a "Pucca house with basic amenities" to all rural families.
Mission Phases
PMAY-G is being implemented in two major blocks to ensure saturation:

Identification of Beneficiaries
Beneficiaries are identified through a robust, scientific process to ensure transparency:
- Baseline Data: Uses the Socio-Economic and Caste Census (SECC) 2011.
- Awasplus 2024 Survey: A new survey has been launched to identify households that were left out of the original SECC list.
- Verification: Lists are verified by the Gram Sabha to ensure only eligible families are selected.
Key Filtering Parameters:
- Households living in houses with kutcha walls and kutcha roof.
- Households occupying houses with zero, one, or two rooms with kutcha walls and roof.
Compulsory Inclusion Criteria
Certain vulnerable groups are automatically included in the list without further scoring, ensuring they are not left out:
- Destitute households and those living on alms.
- Manual scavengers.
- Primitive Tribal Groups (PVTGs).
- Legally released bonded laborers.
Priority for Assistance
Since resources are limited, participation is prioritized based on need:
- Houseless households get the first preference.
- Households with zero rooms come next, followed by those with fewer rooms.
Special Prioritization (Deprivation Scores)
Within the priority groups, households are ranked based on their vulnerability (deprivation score):
- Households with no adult member aged 16-59.
- Female-headed households with no adult male member.
- Households with no literate adult above 25 years.
- Households with a disabled member and no able-bodied adult.
- Landless households deriving major income from manual casual labor.
Earmarking of Targets
The scheme ensures social equity by reserving a significant portion of funds for marginalized communities:

- Vehicles: Owning a motorized two-wheeler (bike) no longer disqualifies a family. However, 3/4 wheelers still lead to exclusion.
- Electronics: Owning a refrigerator or a landline phone is no longer a ground for exclusion.
- KCC Limit: Households with a Kisan Credit Card (KCC) limit of ≥ ₹50,000.
- Land: Owners of irrigated land (> 2.5 acres).
- Employment: Government employees or those with registered non-agricultural enterprises.
Payment Method
- Direct Benefit Transfer (DBT): Assistance is transferred electronically directly to the beneficiary's bank or post office account linked to Aadhaar.
- Installments: Payments are released in installments linked to construction stages (e.g., Foundation, Plinth, Lintel, Roof cast) to ensure funds are used for housing.
