Overview
The MSME Champions Scheme is an umbrella scheme by the Ministry of MSME that consolidates multiple interventions to make Indian MSMEs globally competitive. It brings together four key components under one roof:
- ZED (Zero Defect Zero Effect) Certification
- MSME Competitive (LEAN) Scheme
- MSME Innovative (Incubation, IPR & Design)
- Digital MSME
Each component targets a different dimension of MSME growth — quality, efficiency, innovation, and digital transformation respectively.
1. ZED (Zero Defect Zero Effect) Certification
What is ZED?
The MSME Sustainable (ZED) Certification scheme promotes quality and sustainability among MSMEs. It encourages MSMEs to adopt practices that result in zero defect (no defective products) and zero effect (minimal negative environmental impact).
ZED certification objective: to encourage and enable MSMEs to adopt zero defect zero effect practices, i.e., producing goods/services without defects and with minimal environmental impact

ZED has 3 levels: Bronze, Silver, Gold certification

2. MSME Competitive (LEAN) Scheme
What is LEAN?
The MSME Competitive (LEAN) scheme is an enterprise-driven initiative designed to enhance the productivity and efficiency of MSMEs. It helps MSMEs reduce wastages in processes and inventory management by implementing LEAN manufacturing tools and techniques.

Levels of Implementation
LEAN scheme has 3 levels: Basic (3 months), Intermediate (6 months), Advanced (9 months)

Implementation Mechanism
- Implemented through online modules by the National Productivity Council (NPC).
- Supported by MSME-DI (MSME Development Institutes) and DC Office (Development Commissioner's Office).
3. MSME Innovative (Incubation, IPR & Design)
What is MSME Innovative?
The MSME Innovative component promotes all forms of innovations in the complete value chain — from developing ideas into products, creating value, and accelerating growth. It is a holistic approach unifying 3 sub-schemes:
- Incubation
- Design Intervention
- IPR (Intellectual Property Rights)
It focuses on affordable innovations benefiting people at the grass root level and provides facilities for development of concept to market and design applications.
A. Incubation Component
Max financial assistance for developing ideas: Rs 15 lakh per idea
For ideas supported by MSMEs: 75% funded by GoI, max Rs 60 lakh per idea (for Innovative idea max Rs 1 crore)
Grant up to INR 1 crore to an IPFC (Incubation, Promotion and Facilitation Centre) in milestone-based installments

4. Digital MSME
What is Digital MSME?
The Digital MSME component is interlocked with all other components of the MSME Champions Scheme. It aims to bridge the digital divide between MSMEs and large enterprises.
Objective: make MSMEs digitally empowered to compete on equal terms with large enterprises

- Targets MSMEs to adopt ICT tools and applications (SaaS and freeware).
- Helps equip MSMEs with the latest knowledge about ICT tools.
- Offers a safe bouquet of customized digital solutions designed specifically for MSMEs.
