MSE-CDP, SFURTI, Tool Rooms, and cluster-based approaches for MSME development
Overview
The Government of India promotes cluster-based development as a key strategy to boost the competitiveness of Micro, Small & Medium Enterprises (MSMEs). Instead of supporting individual units in isolation, the cluster approach brings together enterprises in the same geography or value chain to share resources, reduce costs, and improve market access.
This lesson covers the major cluster development programmes and support schemes run by the Ministry of MSME.
1. MSE-CDP (Micro & Small Enterprises Cluster Development Programme)
Objective
To support the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills, quality, market access, and overall business environment through a cluster-based approach.
Three Types of Interventions
MSE-CDP has 3 types of interventions: Soft Interventions (diagnostic studies, capacity building), Hard Interventions (setting up CFCs — Common Facility Centres), Infrastructure Development
(a) Soft Interventions
These are non-tangible support activities like diagnostic studies, capacity building, exposure visits, market development, and trust building among cluster units.

1. MSE-CDP (Micro & Small Enterprises Cluster Development Programme)
Objective
To support the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills, quality, market access, and overall business environment through a cluster-based approach.
Three Types of Interventions
MSE-CDP has 3 types of interventions: Soft Interventions (diagnostic studies, capacity building), Hard Interventions (setting up CFCs — Common Facility Centres), Infrastructure Development
(a) Soft Interventions
These are non-tangible support activities like diagnostic studies, capacity building, exposure visits, market development, and trust building among cluster units.
- GoI contribution: up to Rs 25 lakh per cluster (maximum 75% of project cost)
- Duration: Typically 18-24 months
- Focus: Building awareness, cooperation, and readiness among cluster enterprises
(b) Hard Interventions — Common Facility Centres (CFCs)
CFCs are shared facilities set up for the benefit of all cluster enterprises. They include:

GoI contribution: up to Rs 20 crore (maximum 70% of project cost, 90% for NER/Hill States/Aspirational Districts)
Why CFCs matter: Individual MSEs often cannot afford expensive equipment or testing infrastructure. A CFC allows 50-100 enterprises to share a single world-class facility, dramatically reducing per-unit costs.
(c) Infrastructure Development
This covers creation of industrial infrastructure like roads, drainage, water supply, effluent treatment plants, and power supply in identified clusters.
- GoI contribution: up to Rs 15 crore (maximum 60% of project cost, 80% for NER/Hill States)
Implementing Agencies
Any agency/institution of Government of India/State government or private institutions are eligible as implementing agencies for MSE-CDP
This includes: State MSME departments, industry associations, MSME-DIs (Development Institutes), cooperatives, and SPVs (Special Purpose Vehicles) formed by cluster units.
2. SFURTI (Scheme of Fund for Regeneration of Traditional Industries)
Objective
SFURTI objective: to organize artisans into clusters and make them competitive by providing improved tools, common facilities and market access
Target Industries
SFURTI targets traditional industries like Khadi, Village Industries, Coir, and other traditional crafts
This includes handloom weavers, bamboo craftsmen, honey collectors, pottery makers, and other artisans working in the unorganized sector.

SFURTI provides holistic support covering:
- Skill development and training of artisans
- Common facilities like raw material banks, testing labs, design centres
- Marketing and brand building — packaging, e-commerce linkages, trade fairs
- Technology upgradation — improved tools, equipment, and processes
- Institutional development — forming SPVs, cooperatives, producer companies

- KVIC (Khadi and Village Industries Commission)

- State Government agencies
- NGOs and institutions with a proven track record
3. ESDP (Entrepreneurship and Skill Development Programme)
Objective
Objective: To develop entrepreneurial skills among youth, women, and existing/prospective entrepreneurs
ESDP bridges the gap between formal education and the practical skills needed to start and manage a micro or small enterprise.
Key Features
- Duration of EDP/ESDP training: typically 2-6 weeks
- Financial assistance: up to Rs 4.50 lakh per programme
- Covers: entrepreneurship awareness, motivation, skill upgradation, management development, and business plan preparation

Eligible implementing agencies: MSME-DIs, KVIC, Coir Board, NSIC, IIE Guwahati, and other organizations

4. Tool Rooms and Technical Institutions (TRTIs)
Purpose
Tool Rooms are set up by the Ministry of MSME to provide advanced technical support to MSMEs that they cannot afford individually.
Services Provided
- Tool design and manufacturing — precision dies, moulds, jigs, fixtures
- Precision machining — CNC, EDM, wire-cut operations
- CAD/CAM training — computer-aided design and manufacturing courses
- Product design and prototype development
- Quality testing and certification
- Skill training in advanced manufacturing techniques
Coverage
18 Tool Rooms and Technical Institutions (TRTIs) are operational across India
These TRTIs train thousands of youth annually in industry-relevant manufacturing skills and provide job-work services to local MSMEs at subsidized rates.
5. Coir Vikas Yojana
Objective
Objective: To develop and promote the coir industry in India
India is a major producer of coir (coconut fibre), and this scheme supports the entire coir value chain from fibre extraction to finished products.
Key Components
- Skill upgradation — training coir workers in modern techniques
- Technology transfer — introducing mechanized processing
- Product diversification — moving beyond mats and ropes to geo-textiles, coir pith composites
- Financial assistance for modernization of coir processing units
- Marketing support — participation in trade fairs, exhibitions, and e-commerce platforms
Implementation
- Implemented by the Coir Board (under Ministry of MSME)
- Covers major coir-producing states: Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, and others

The cluster model succeeds because it addresses the root disadvantage of MSMEs — their small individual size. By clustering together, enterprises gain:
