Credit Facilities to Minority Communities
Scheduled Commercial Banks are advised to keep the flow of bank credit smooth to minority communities as identified by the Government of India.
Identified Minority Communities
The following communities have been notified as minority by the Government of India, Ministry of Minority Affairs:
- Sikhs, Muslims, Christians, Zoroastrians, Buddhists & Jain
Minority Concentration Districts
- A list of 121 minority concentration districts, having at least 25% minority population, is forwarded by the Government.
- Excludes state/UTs where minorities are in majority.
Priority Sector Lending Target
- As per Master Direction on Priority Sector Lending dated 04-09-2020, a sub target of 11.5% of Adjusted Net Bank Credit or Credit Equivalent amount of Off-Balance Sheet Exposures (whichever is higher) as on March 31 of the previous year, has been mandated for lending to weaker sections which includes persons from minority communities.
National Minorities Development and Finance Corporation (NMDFC)
- NMDFC is the apex body and channelizes its funds through the State Minority Finance Corporation of each State/Union Territory.
- The "D" in NMDFC stands for "Development" (National Minorities Development and Finance Corporation).
- It promotes economic and development activities for the backward sections amongst the minorities.
PM's New 15 Point Programme for the Welfare of Minorities
- Ensures an appropriate percentage of priority sector lending is targeted for the minority communities.
- Benefits of various government-sponsored schemes should reach the under-privileged, including the minority group.
- Should be implemented by Central Ministries/Departments in minority concentration districts.
- All Scheduled commercial banks must ensure minority communities receive an equitable portion of credit.
Differential Rate of Interest (DRI) Scheme - Detailed
The DRI scheme remains one of the most important tools for the "poorest of the poor."

Land Holding Criteria (Non SC/ST)
- Size of land holding should not exceed 1 acre of irrigated land and 2.5 acres of unirrigated land.
- Important: This land holding criteria is NOT applicable to SCs/STs.
Special Benefits for SC/STs
- Members of SCs/STs satisfying the income criteria can also avail of housing loan up to ₹20,000/- per beneficiary over and above the individual loan of ₹15,000/- available under the scheme.
Reservations for SC/ST Under Centrally Sponsored Schemes
There are several major centrally sponsored schemes with significant reservation/relaxation for SC/ST communities. Credit flow under these schemes is monitored by RBI.

DAY-NRLM SC/ST Details
- DAY-NRLM was launched by the Ministry of Rural Development by restructuring the erstwhile Swarnajayanti Gram Swarozgar Yojana (SGSY), effective from April 1, 2013.
- Would ensure adequate coverage such that 50% of beneficiaries are SC/STs, 15% minorities, and 3% persons with disabilities.
DAY-NULM SC/ST Details
- Launched by MoHUA by restructuring the erstwhile Swarna Jayanti Shahari Rozgar Yojana (SJSRY), effective from September 24, 2013.
- Under DAY-NULM, advances should be extended to SCs/STs to the extent of their strength in the local population.
Credit Enhancement Guarantee Scheme for Scheduled Castes (CEGSSC)
Launched by the Ministry of Social Justice & Empowerment on May 6, 2015 to promote entrepreneurship among SCs.

RBI Guidelines on Loan Recovery Agents
RBI has tightened regulations on loan recovery agents appointed by banks, NBFCs, and other regulated entities.
Key Principle
- Regulated entities (REs) have the ultimate responsibility for their outsourced activities and are responsible for the actions of their service providers including Recovery Agents (RAs).
Prohibited Practices
REs shall strictly ensure that they or their agents do NOT resort to:
- Intimidation or harassment of any kind (verbal or physical).
- Acts intended to humiliate publicly or intrude upon privacy of debtors' family members, referees, and friends.
- Sending inappropriate messages on mobile or social media.
- Making threatening and/or anonymous calls.
- Persistently calling the borrower.
- Calling the borrower before 8:00 a.m. and after 7:00 p.m. for recovery of overdue loans.
- Making false and misleading representations.
Applicability
This circular applies to the following REs:
- All Commercial Banks (including Local Area Banks, Regional Rural Banks, and Small Finance Banks) excluding Payments Banks.
- All All-India Financial Institutions (Exim Bank, NABARD, NHB, SIDBI, and NaBFID).
- All Non-Banking Financial Companies including Housing Finance Companies.
- All Primary (Urban) Co-operative Banks, State Co-operative Banks, and District Central Co-operative Banks.
- All Asset Reconstruction Companies.
